HARMONISED REGISTRATION CERTIFICATE - V5C(NI)
In order to comply with an EU Directive and as part of the process of improving accuracy of the vehicle record, a new style Vehicle Registration Document V5C(NI) has been introduced from January 2004 to replace green log books.
From January 2004, the green log book has not been issued or updated. Anyone registering a vehicle or who needs to change any of the information on a log book will receive a new V5C(NI) instead. Every V5C(NI) issued is accompanied by a Guidance Notes Booklet [INS160(NI)] which contains detailed information on how to use the new document.
Between June 2004 and July 2005 old Registration Documents will be replaced by the new V5C(NI) as vehicles are relicensed or SORN is declared.
GREEN LOG BOOKS WILL BE INVALID FROM 1 JULY 2005.
The following sections detail the procedures to be adopted when using the new Registration Certificate.
To inform us of any change or correction to your name, address or both, please complete Section 6 with the new details, sign and date the declaration at Section 8 and return the Certificate to DVLNI.

SELLING YOUR VEHICLE - PRIVATE SALE
When selling your vehicle privately you should complete Sections 6 and 10 of the Certificate with the new keeper’s details. Both the seller and the buyer should sign and date the declaration at Section 8.
The new keeper (buyer) should be given Section 10 (V5C/2) only and not any other part of the Certificate. You (the seller) must return Sections 1-8 of the Certificate to DVLNI for which you will receive an acknowledgement letter to confirm that you are no longer the registered keeper. If the new keeper details have not been completed you will be issued with a letter asking you to provide these details.

When selling your vehicle to a motor trader (i.e. Motor Dealer/Motor Vehicle
Auctioneer/Insurance Company/Scrap-Yard/Dismantler/Finance Company) you must
complete Section 9 and sign and date the declaration on that Section - You must
ensure that the Trader also signs and dates this declaration. The seller must
return the completed Section 9 to DVLNI and give the Trader the remainder of
the Certificate.
On receipt of the completed Section 9 DVLNI will issue you with an acknowledgement
letter to confirm that you are no longer the registered keeper.

When selling your vehicle to a scrap dealer please follow the procedures outlined above (Selling Your Vehicle to Trade).
When scrapping your vehicle personally you must tick Box 17 in Section 6 and enter the Date of Scrapping in Box 18 in Section 6. You must also sign and date the declaration in Section 8 and return the Certificate to DVLNI.

DUAL NOTIFICATION
The Dual Notification (DN) scheme which has already been implemented in Great
Britain (GB) and which is facilitated by the V5C(NI), has been introduced by
DVLNI from 1 January 2004. Introduction of DN means a fundamental change for
keepers in disposing of a vehicle in that, with the exception of sale/transfer
to Trade/Insurer/Dismantler or permanent Export, the V5C(NI) must be returned
to DVLNI with the relevant DN details completed by both parties to the transaction
i.e. New Keeper details in Section 6, Declaration at Section 8 signed by both
the seller and the buyer, and Section 10 given to the buyer with their details
entered along with the date of sale or transfer.
When exporting your vehicle you must enter the date of export in box 4 of Section 11 and also sign and date the declaration in Section 11. Detach this Section only and send it to DVLNI. Sections 1-8 should remain with the vehicle as they will be required by the Licensing Authority in the country of export to register the vehicle.
If you are taking the vehicle out of the country for less than 12 months DO NOT complete Section 11. You must take the whole of the Certificate with you.

NEW KEEPER SUPPLEMENT - SECTION 10 (V5C/2)
Section 10 must be completed if you sell your vehicle privately and should be retained by the new keeper. It can be used to licence the vehicle and is valid for two months. The Section 10 can only be used by the new keeper (whose details should also be entered on the Certificate at Section 6) and is not valid for transferring a vehicle between GB and NI.
