WHAT A TURBO TIMER DOES

The benefit of a turbo timer is to maintain an oil pressure supply to the turbo bearings while  the turbo cools down.

If an engine is switched off prematurely, the TURBO bearing has no oil and overheats. Overheating causes damage.

Generally the Turbo rotor is oiled from the main engine supply. When you start the car, the turbo is still and unloaded. By the time you pull away and the Turbo spools up for the first time the turning engine should have established a supply to the Turbo.

Once moving a Turbo rotor can move at very high speeds often in excess of 100,000 rpm hence the heat it generates.

If we were to stop the engine whilst the turbo is spinning at high speed, it would be slowing down with no oil supply as the engine is no longer pumping. 

A turbo timer simply introduces a time delay into the turn off cycle keeping the oil pumping until the turbo stops.
